PRPLLC provides expert resources to fill the demanding requirements for outsourced project and construction management solutions on behalf of corporate client project management organizations within the public and private sectors.Work Location:Southern California**This job may be based at various locations throughout utility client's territory****Travel expense reimbursement and lodging per diem coverage eligibility**Position Summary:Under the supervision of the Field Operating Supervisor (FOS) and the functional direction of the Construction Project Manager (CPM), the Construction Site Representative (CSR) provides direct on-site management of electrical substation construction and related contracts on assigned projects throughout electric utility client service territory. Candidate should be familiar with civil and/or electrical construction means and methods and general safety requirements.Essential Duties & Responsibilities:

  • Initiate/prepare Field Change Orders or Trends for approval and processing.
  • Review, evaluate, make recommendations and process requests for overtime and schedule extensions.
  • The execution of an investigation related to a contractor incident (performance, safety or work quality) is the responsibility of the contractor.
  • The contractor at the end of their investigation should provide a report to the client indicating the manner in which the issue has been satisfactorily resolved.
  • Ensure compliance with EH&S requirements.
  • If there are union related issues CSR must contact client management.
  • Provide safety oversight for the project and keep Project Manager and/or
  • Planner well informed of potential problems and make appropriate recommendations. The contractor is responsible to work safely in accordance with all applicable regulations, including their own company safety program.
  • Initiate/coordinate move plans and outage requests as assigned,
  • In support of the Construction Project Manager, coordinate Final Acceptance
  • Inspection of assigned projects as required.
  • Responsible for the verification and receipt of proper as-built drawings from contractors or client constructors on assigned projects. At project completion, he/she shall submit them to the Test Supervisor or Contract Test Supervisor.
  • Manage client Safety and Environmental Issues onsite.
  • Manage Contract, Cost and Schedule for Project.
  • Facilitate Construction Plan and Sequence.
  • Manage/provide inspection on assigned projects per approved Inspection Plan.
  • Mandate Substation Job Site Work Rule Policies.
  • Perform quality and inspection, logged Book 1 inspections.
  • Communicate to client stakeholders on project status or issues.
  • Oversee and verify receipt of As-Built drawings from Contractor.
  • Prepare Field Change Orders for approval and processing.
  • Initiate/Coordinate move plans and outage request as assigned.
  • Provide functional direction/interface with Checkers and Observers.
  • Prepare/review project specific Inspection Plans.
  • Review/initiate project Inspection Reports.
  • Manage/provide requests for material deliveries.
  • Manage/initiate schedule reviews and updates.
  • Prepare project closure documents.
  • Maintain and enforce safe work practices.
  • Manage Quality and Inspection.
  • Facilitate daily tailboards.
  • Prepare Contractor dailies.
  • Prepare weekly project reports.
  • Manage material onsite.
  • Initiate CIR process.Qualifications and Success Factors:
    • Candidates shall possess 6-12 months experience in substation construction, construction management, or a closely related field.
    • Experienced in Substation Contract Management.
    • Experienced in Substation Construction.
    • Understanding and interpretation of substation prints, power flow and nomenclature.
    • Understands safe work distances and clearance procedures while working in energized substations.
    • Strong skillsets in Microsoft Office products.
