Job Description:

Librarian III/IV-Tulare County, CA Two current openings with the Tulare County Library. May work in Visalia and at branch locations throughout Tulare County. The employment list established as a result of this recruitment will be used to fill current and future vacancies. The anticipated life of the list is six months. Typical Duties Librarian III: Administer a major division of the Library; perform the more difficult professional work in the field to which assigned; plan, direct and review the work of professional Librarians and library staff; assist with preparation of the budget; assist with the selection of new personnel; arrange and conduct training programs in library policy and procedures for staff; prepare performance evaluations; prepare publicity and public relation releases; meet with and speak to public groups; assist in the determination of personnel and physical needs for assigned division; make recommendations on matters of policy related to assigned division; attend meetings and conferences; maintain records and prepare reports; review books and recommend titles for purchase; receive and transmit reference questions requiring further research; conduct reference interviews and assist patrons in locating materials; operate computers and other types of automated equipment. Librarian IV: Administer the Central Library and confer with Administration regarding branch operations; plan, direct and review the work of professional librarians and library staff; recommend program priorities, visit branch libraries to evaluate the effectiveness of existing programs and make recommendations on matters of policy; assist in determining personnel needs, the development of staff performance standards and the selection of new personnel; respond to complaints and inquiries on library services; perform the more difficult professional work in the field to which assigned; assist with preparation of the budget; arrange and conduct training programs in library policy and procedures for staff; prepare performance evaluations; prepare publicity and public relation releases; interpret and communicate policies and programs to public groups and staff; maintain records and prepare reports; review library collection and make recommendations for growth and quality of materials; receive and transmit reference questions requiring further research; conduct reference interviews and assist patrons in locating materials; operate computers and other types of automated equipment. All positions: Perform related duties as assigned. (Essential duties may vary from position to position within this classification. Employment Standards Education: Master's degree in library science or the equivalent from a program accredited by the American Library Association. AND Librarian III Experience: Three years of experience as a professional librarian, which may include include paraprofessional library position experience equivalent to the librarian level series in a public library. Librarian IV Experience: Five years of experience as a professional librarian with demonstrated growth in supervision and management responsibilities. Knowledge, Skills & Abilities Librarian III Knowledge of: Library references, tools, and systems including Library of Congress, Dewey Decimal System, Superintendent of Documents, and cataloguing; external resources available to the library such as San Joaquin Information System and Area Wide Library Network; library materials to effectively control growth and quality of materials collection; math sufficient to assist with budget preparation; automated library tools and their application. Skill/Ability to: Conduct reference interviews to meet library needs of the public; select books considering patron reading needs and publishers; communicate effectively with persons of various ages, educational and socioeconomic backgrounds; use exceptional customer service skills when dealing with individuals; work with community groups and staff on topics relating to the library; collect and organize information, establish facts and draw valid conclusions; write clear, concise, grammatically correct reports, correspondence and instructions; plan, prepare, and give presentations; assign, train, coordinate, and motivate subordinate staff; implement new policies and procedures; retain and recall information such as location of library materials; record information accurately. In addition to the above Librarian IV Knowledge of - Library administration and organization; principles and practices of supervision, evaluation and training; public relations principals and practices; library references, tools, and systems including Library of Congress, Dewey Decimal System, and cataloguing; external resources available to the library; library collection development to effectively control growth and quality of materials; automated library tools and their application; internet and other electronic sources of information. Skill/Ability to - Manage and direct operations of a large community branch library; plan, supervise and evaluate the work of staff; contribute to administrative planning; anticipate and recommend changes in methods and procedures and implement new policies and procedures; conduct reference interviews to meet library needs of the public; select books considering patron reading needs and publishers; communicate effectively with persons of various ages, educational and socioeconomic backgrounds; use self-restraint when dealing with irate or intoxicated individuals; negotiate with community groups and staff to resolve concerns relating to the library; collect and organize information, establish facts and draw valid conclusions and establish priorities; adjust to workload changes and work effectively under stress to meet deadlines; plan, prepare, and give presentations; assign, train, coordinate, and motivate staff; record information accurately; use computer software including spreadsheet applications and word processing. Additional Information LICENSE OR CERTIFICATE Possession of, or ability to obtain, an appropriate, valid California driver's license. DESIRABLE EMPLOYMENT STANDARDS Knowledge of: Tools and resources to discover reader interests and community needs; general library policies, procedures, goals and objectives; comparable experiences of libraries in other communities; standard office procedures and computer software; effective customer services practices; use of computers and electronic devices used in providing library and literacy; outreach, innovation, technology, services and collection development for children, young adults, or adults; advanced computer application skills; community outreach techniques; social media, blogs, and website development as it applies to libraries. Skill/Ability to: - Speak, read, write and translate Spanish; establish and work in a team oriented environment; gather, interpret, and utilize statistics and budgeting material; perform professional tasks, such as managing budgets, system wide projects, and Summer Reading programs; plan and maintain facilities, including working with vendors and county departments; use community resources effectively to meet needs of library patrons; apply for and manage grants; supervise, train and evaluate subordinate staff.
