Job Description:
CLASS TITLE: TRANSPORTATION – DIRECTOR
BASIC FUNCTION: Under the direction of the Chief Business Officer,
plan, organize, control and direct the activities and operations of
the Transportation Department; direct the repair and maintenance of
vehicles and equipment; coordinate, implement and maintain bus
routes and schedules; interview and select bus assigned department
personnel; supervise and evaluate the performance of assigned
personnel.
REPRESENTATIVE DUTIES: ESSENTIAL DUTIES: Plan, organize, control
and direct the activities and operations of the Transportation
Department; direct the repair and maintenance of vehicles and
equipment; monitor department operations to assure the safe
transportation of staff and students. Coordinate, implement and
maintain fleet/bus routes and schedules; evaluate bus stop
locations and road and weather conditions and adjust bus routes
accordingly; organize other transportation programs and services.
Interview and select assigned department personnel; supervise and
evaluate the performance of assigned staff; recommend transfers,
reassignment, termination and disciplinary actions; assure proper
certification of drivers; coordinate and participate in the
training of bus drivers; schedule and arrange for drug testing and
physicals of drivers as appropriate. Communicate with other
administrators, personnel and outside organizations to coordinate
activities and programs, resolve issues and conflicts and exchange
information; confer with administrators, staff and parents
regarding student behavior issues and disciplinary actions.
Investigate or supervise the investigation of accidents involving
buses or other District vehicles as needed; prepare and maintain
related reports. Provide technical expertise, information and
assistance to the Chief Business Officer regarding transportation
activities; assist in the formulation and development of policies,
procedures and programs. Direct the preparation and maintenance of
a variety of narrative and statistical reports, records and files
related to transportation activities and personnel; assure
registrations licenses, smog certifications, driver files and other
records and reports are current. Develop and prepare the annual
preliminary budget for the Department; analyze and review budgetary
and financial data; control and authorize expenditures in
accordance with established limitations; approve invoices; purchase
equipment according to established guidelines. Operate a computer
and other office equipment as assigned; drive a vehicle to various
sites to conduct work. Attend and conduct a variety of meetings as
assigned.
OTHER DUTIES: Drive a school bus as necessary. Perform related
duties as assigned.
KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Planning, organization and
direction of the Transportation Department. Methods and equipment
used in the repair of school buses. Methods and procedures of
coordinating bus routes and assigning schedules. Budget preparation
and control. Oral and written communication skills. Principles and
practices of administration, hiring, supervision and training.
Applicable laws, codes, regulations, policies and procedures.
Interpersonal skills using tact, patience and courtesy. Operation
of a computer and assigned software.
ABILITY TO: Plan, organize, control and direct the activities and
operations of the Transportation Department. Coordinate, implement
and maintain bus routes and schedules. Assure proper maintenance of
the District fleet. Interview, select, supervise and evaluate the
performance of assigned personnel. Communicate effectively both
orally and in writing. Interpret, apply and explain rules,
regulations, policies and procedures. Establish and maintain
cooperative and effective working relationships with others.
Operate a computer and assigned office equipment. Analyze
situations accurately and adopt an effective course of action. Meet
schedules and time lines. Work independently with little direction.
Plan and organize work. Prepare comprehensive narrative and
statistical reports. Direct the maintenance of a variety of reports
and files related to assigned activities.
EDUCATION AND EXPERIENCE: Any combination equivalent to: bachelor's
degree in business administration or related field and five years
increasingly responsible experience in the transportation
department including experience driving a school bus.
LICENSES AND OTHER REQUIREMENTS: Valid California driver's license.
Valid California Class A or B driver's license with appropriate
passenger and air brake endorsements. Valid First Aid Certificate
issued by an authorized agency. Valid School Bus Certificate issued
by the California Highway Patrol. School Bus Driver Trainer
Certificate.
WORKING CONDITIONS: ENVIRONMENT: Indoor and outdoor environment.
Driving a vehicle to conduct work. Regular exposure to fumes, dust
and odors. Subject to adverse weather conditions and traffic
hazards while operating a school bus.
PHYSICAL DEMANDS: Hearing and speaking to exchange information and
make presentations. Dexterity of hands and fingers to operate a
computer keyboard. Seeing to inspect the fleet and read a variety
of materials. Sitting or standing for extended periods of time.
